
Gandhinagar (Gujarat) [India], August 13: The Gujarat government has received an encouraging response to its ambitious Gujarat skill development initiative, with more than 250 industries, academic institutions and training providers submitting proposals to become Training Partners under the Gujarat Institutes for Advanced Skills (GIAS). The programme is a flagship component of the newly launched Namo Gujarat Kaushalya and Rozgar Mission (NGKRM), which aims to create a stronger connection between skill training and employment opportunities.
The response marks an important step forward for Gujarat skill development, as leading organisations from industry and education have expressed interest in participating in the state’s advanced training ecosystem. According to officials from the Directorate of Skill Development, the participating institutions include L&T, the International Automobile Centre of Excellence (iACE), Tata Indian Institute of Skills and Ganpat University, among others.
The latest initiative is expected to strengthen Gujarat skill development by bringing industry requirements directly into vocational education and training. The government plans to provide training to more than one lakh young people during the initial phase, with a target of 1.03 lakh candidates during the financial year 2026-27.
Industry-Led Training at the Centre of the Programme
The Gujarat skill development mission has been designed around a demand-driven and industry-led approach. Instead of focusing only on traditional vocational courses, the programme will provide short-term training aligned with emerging industry requirements and the National Skills Qualification Framework (NSQF).
According to Labour, Skill Development and Employment Minister Kunvarji Bavaliya, GIAS will act as the primary training delivery mechanism. Courses will be offered across NSQF Levels 1 to 8, giving candidates opportunities to acquire skills ranging from entry-level capabilities to advanced professional competencies.
The focus on industry participation is expected to make Gujarat skill development more closely aligned with actual employment requirements. Companies and academic institutions participating as training partners will contribute to developing a workforce that can respond to changing technological and industrial needs.
The Gujarat government has also highlighted the importance of skilling, reskilling and upskilling in preparing workers for the future. The initiative seeks to create a workforce capable of adapting to technological developments while improving employment opportunities for young people across the state.
Training Across 20 Priority Sectors
A major component of the Gujarat skill development programme is its focus on 20 priority sectors. These include construction, healthcare, IT-ITeS, electronics, tourism, logistics, aerospace, food processing and media.
The programme will also cover 12 emerging technology domains. These include Artificial Intelligence, Robotics, Electric Vehicles, Blockchain, Cybersecurity, Semiconductor Manufacturing, Data Science and Drone Technology.
By incorporating these sectors, Gujarat skill development is expected to address both current workforce requirements and future employment trends. Technology-orientated courses can help candidates develop practical capabilities that are increasingly demanded by businesses across manufacturing, services and digital industries.
The emphasis on emerging technologies also reflects the changing nature of jobs. As industries adopt automation, artificial intelligence and advanced digital systems, workers will increasingly require specialised technical skills. The new framework is intended to help candidates acquire those capabilities through structured and industry-oriented training.
Technology-Enabled Training Centres
Quality control and transparency will be key components of Gujarat skill development under NGKRM. Empanelled training partners will be required to establish technology-enabled training centres with appropriate infrastructure and monitoring systems.
These centres will include geo-fenced, face-recognition-based biometric attendance systems, CCTV surveillance with 90-day video storage, broadband connectivity, certified trainers and industry-standard facilities.
The government will manage training activities, attendance, assessments, certifications and placement tracking through the NGKRM digital platform. This technology-based system is expected to improve monitoring and provide officials with real-time information about training outcomes.
The digital framework could further strengthen Gujarat skill development by making the process more transparent and outcome-oriented. Training providers will also be evaluated through a performance-linked payment framework.
Payments Linked to Training and Placement Outcomes
Under the new model, training providers will receive payments based on trainee enrolment, certification and placement outcomes. This approach is designed to encourage institutions to focus not only on delivering courses but also on achieving measurable results.
For trainees, the Gujarat skill development programme will provide free training to eligible beneficiaries. Candidates will also receive financial assistance of Rs 500 for every 120 hours of training through Direct Benefit Transfer (DBT) into Aadhaar-linked bank accounts after successful certification.
The financial support is expected to encourage participation among candidates who may otherwise face difficulties in accessing vocational training. It also adds an incentive for trainees to successfully complete their courses and obtain certification.
Focus on Youth and Disadvantaged Communities
The Gujarat skill development mission will place particular emphasis on groups that can benefit significantly from access to employment-oriented training. These include youth, women, SC/ST communities, persons with disabilities, informal workers, artisans, migrants and other disadvantaged sections.
The government aims to make advanced skill training more accessible across different sections of society. By providing free training and financial assistance, the programme could help reduce barriers to participation and support individuals seeking better employment opportunities.
Officials said the broader objective of Gujarat skill development is to create a globally benchmarked and industry-integrated workforce. The programme is also expected to support Gujarat’s position as a major hub for skilled talent and employment generation.
Three-Year Empanelment for Training Partners
The empanelment process under the initiative will remain open throughout the financial year 2026-27 on a rolling basis. Eligible industries, academic institutions and training providers will therefore have the opportunity to apply online during the year.
Selected training partners will be empanelled for three years, with the possibility of a further two-year extension based on performance. This structure is intended to encourage long-term participation while maintaining accountability through performance reviews.
The continuing participation of businesses and educational institutions could help expand the reach of Gujarat skill development and introduce more specialised courses into the training ecosystem.
Target of Five Lakh Trainees Annually
The government has set an initial target of training 1.03 lakh candidates during 2026-27. Over time, the programme aims to scale up significantly and eventually train five lakh candidates every year.
This expansion could make Gujarat skill development one of the state’s major workforce development initiatives. The combination of industry participation, technology-enabled monitoring, emerging technology courses and placement-linked outcomes provides the programme with a broad framework for addressing the evolving needs of employers.
The success of the initiative will ultimately depend on the quality of training, participation from industry, certification rates and the ability of trained candidates to secure sustainable employment.
With more than 250 organisations already responding to the EOI, the initial industry and institutional response indicates strong interest in the programme. As implementation progresses, Gujarat skill development is expected to play a significant role in preparing young people for modern workplaces and supporting the state’s long-term employment goals.
