Haridwar, March 7: Union Home Minister Amit Shah laid the foundation stone and inaugurated several development projects worth ₹1,129.91 crore in Uttarakhand on Saturday. The announcement came during a special programme marking four years of the Pushkar Singh Dhami government.
During the event, Shah laid the foundation stone for 22 projects worth ₹1,014.81 crore. Additionally, he inaugurated 17 completed projects worth ₹115.10 crore.
Centre’s Financial Support to Uttarakhand
While addressing the gathering, Amit Shah highlighted the increase in central funding for Uttarakhand over the past decade.
He said the state received ₹54,000 crore from the Centre between 2004 and 2014. However, since 2014, the central government has provided around ₹1.87 lakh crore to Uttarakhand.
Moreover, the government has invested heavily in major infrastructure projects. These include the all-weather Char Dham road project, the Delhi-Dehradun Economic Corridor, railway development, and other infrastructure initiatives.
Rise in Income and Economic Growth
Shah also pointed to the economic growth of Uttarakhand during the past decade.
According to him:
- Per capita income increased from ₹1.25 lakh in 2014 to ₹2.60 lakh today.
- The state’s Gross State Domestic Product (GSDP) grew from ₹1.5 lakh crore to ₹3.5 lakh crore.
He said these improvements reflect the state’s development and economic progress.
Appointment Letters for Uttarakhand Police Recruits
During the programme, Amit Shah congratulated around 1,900 youths who received appointment letters as constables in the Uttarakhand Police.
He said the state government now provides government jobs through transparent recruitment processes.
According to Shah, the strict anti-copying law introduced by Chief Minister Pushkar Singh Dhami has helped ensure fairness and transparency in competitive examinations.
Citizenship Certificates for Refugees
Additionally, authorities granted citizenship certificates to 162 refugees from Pakistan and Afghanistan during the event.
Among those who received the certificates were:
- Shailesh, from the priestly family of the Hinglaj Mata Temple in Balochistan
- Jaspal Kumar from Bhattagram, Pakistan
- Durganath T. Rajput, who migrated from Karachi after facing harassment
- Hanseri Bai from Afghanistan
Officials said the certificates recognize their legal citizenship status in India.
e-Zero FIR System Launched in Uttarakhand
Meanwhile, Amit Shah also launched the e-Zero FIR system in Uttarakhand.
The system operates under Section 173 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). It aims to help victims of financial cyber fraud cases involving amounts above ₹1 lakh.
Under this system:
- Complaints registered through the 1930 helpline or the National Cyber Crime Reporting Portal will create e-Zero FIRs.
- The cyber police station in Dehradun will record the FIR.
- Authorities will immediately transfer the case to the concerned police station through the CCTNS network.
Therefore, police can take action quickly, collect evidence faster, and freeze suspicious transactions within the “golden hour.”
Officials believe this system will significantly improve cybercrime response and financial fraud recovery in the state.
