Geneva, March 17, 2026: Richard Bennett, the UN Special Rapporteur on human rights in Afghanistan, expressed serious concern over reported Pakistan airstrikes in Kabul that caused heavy civilian casualties. He urged all parties to de-escalate tensions and follow international law.
UN Calls for Restraint and Civilian Protection
Bennett highlighted the need to protect civilians and infrastructure such as hospitals. He shared his concern publicly and called for restraint.
“I urge parties to de-escalate, exercise maximum restraint and respect international law, including protection of civilians,” he said.

Over 400 Casualties Reported in Kabul Strike
According to reports, the airstrike targeted a drug rehabilitation centre in Kabul, leading to one of the deadliest civilian attacks in recent years.
Officials confirmed:
- Over 400 people killed
- Around 250 people injured
- Victims included patients and staff present at the facility
The strike caused massive destruction and triggered emergency response across the city.
Emergency Response and Rising Toll
Rescue teams reached the site immediately after the attack. Hospitals in Kabul treated a large number of injured people.
Authorities warned that the death toll could increase as many victims remain in critical condition.
Global Condemnation and Investigation Demand
The International Human Rights Foundation condemned the attack. The organisation stressed that civilian infrastructure must not be targeted.
It also demanded an independent international investigation to identify those responsible and ensure accountability.
Rising Tensions Between Pakistan and Afghanistan
Relations between Pakistan and Afghanistan remain tense due to repeated cross-border incidents.
Previous strikes have also resulted in civilian casualties, including women and children, leading to protests in Afghanistan.
Strong Reaction from Taliban
Taliban spokesperson Zabihullah Mujahid issued a strong warning after the attack.
He stated that diplomatic efforts with Pakistan have failed and warned of retaliation following the strike.
