New Delhi, April 16, 2026:
Union Law Minister Arjun Ram Meghwal on Thursday confirmed that Parliament will discuss the Women’s Reservation Bill and the proposed delimitation exercise during the special session.
He said the government will take up detailed discussions in the House to move forward on key reforms related to political representation and electoral structure in India.
Focus on Women’s Reservation Bill and Delimitation
The government plans to introduce major reforms, including the implementation of the Women’s Reservation Bill and the delimitation of constituencies. These changes aim to increase women’s participation in politics and restructure parliamentary representation.
The proposal includes reserving 33 percent of seats for women in the Lok Sabha and state assemblies. The government is targeting implementation from the 2029 general elections.
At the same time, delimitation will redraw constituency boundaries based on population data from the 2011 Census. The plan also includes increasing the number of Lok Sabha seats from 543 to 850.
Opposition Questions Government’s Intent
Congress leader Jairam Ramesh criticised the proposed Bills and raised concerns about their intent. He said the government is presenting the reforms as women’s empowerment, but the main focus appears to be delimitation.
He demanded that one-third of the existing Lok Sabha seats be reserved for women, including those from SC, ST, and OBC communities. According to him, this approach would ensure fair and inclusive representation.
Ramesh also warned that the proposed changes could affect the balance of power among states and impact federal structure.
Protests Against Delimitation Proposal
Tamil Nadu Chief Minister M. K. Stalin strongly opposed the delimitation exercise. He burned a copy of the proposed Bill and launched a statewide protest.
Stalin raised concerns that population-based delimitation could benefit northern states and reduce the representation of southern states. He called the move unfair and urged the Centre to reconsider the proposal.
Key Bills in Special Parliament Session
The government has convened a special session of Parliament from April 16 to April 18 to introduce important Bills. These include:
- Constitution (131st Amendment) Bill, 2026
- Delimitation Bill, 2026
- Union Territories Laws (Amendment) Bill, 2026
Union Home Minister Amit Shah will introduce the UT Laws Amendment Bill, while Law Minister Meghwal will present the other key proposals.
Government Seeks Wider Support
The Centre is seeking support from opposition parties to pass the Women’s Reservation Bill and related amendments. The government believes these reforms will strengthen democracy by increasing women’s participation in decision-making.
However, opposition parties continue to demand clarity on census data, reservation details, and the impact of delimitation on different states.
