New Delhi, August 7: India MSME Business Confidence declined for the fourth consecutive quarter during April-June 2026 as rising input costs, softer demand, and pressure on profitability affected business sentiment, according to the latest SIDBI MSME Outlook Survey. Despite the slowdown, the survey highlighted that the sector remains resilient, with confidence levels continuing to stay above the expansion threshold.
The latest findings from the SIDBI MSME Outlook Survey show that while business owners remain cautious about current market conditions, expectations for future growth remain positive. Manufacturing, trading, and services sectors all recorded a slight decline in confidence, reflecting ongoing economic challenges.
India MSME Business Confidence Declines to 59.3
According to the SIDBI MSME Outlook Survey, the India MSME Business Confidence Index (M-BCI) moderated to 59.3 during April-June 2026 from 59.8 in the previous quarter.
This marks the fourth consecutive quarterly decline:
- April-June 2025: 63.8
- July-September 2025: 61.6
- October-December 2025: 60.8
- January-March 2026: 59.8
- April-June 2026: 59.3
Although the index has gradually declined over the past year, it remains above the 50-point mark, indicating continued expansion in business activity.
What the SIDBI MSME Outlook Survey Reveals
The SIDBI MSME Outlook Survey is conducted every quarter and is based on responses from nearly 1,200 MSMEs across India’s manufacturing, trading, and services sectors.
The report described the current situation as “cautious optimism amid cost pressure and demand concerns.”
An index reading above 50 indicates business expansion, while a reading below 50 signals contraction.
The latest India MSME Business Confidence reading suggests that despite economic headwinds, MSMEs continue to demonstrate resilience.
Manufacturing, Trading and Services See Decline
The moderation in India MSME Business Confidence was visible across all three sectors.
- Manufacturing: 59.5 (down from 60.1)
- Trading: 56.5 (down from 57.2)
- Services: 60.4 (down from 60.8)
The SIDBI MSME Outlook Survey noted that each sector experienced softer business sentiment due to slower demand growth and increasing operational costs.
Despite these declines, all sectors continued to record readings above the expansion benchmark.
Sales and Profitability Under Pressure
The SIDBI MSME Outlook Survey found that weaker sales and shrinking profit margins remained major concerns for businesses.
According to the report, optimistic responses regarding sales declined slightly across all sectors.
The survey also found:
- Only 21% of manufacturing firms reported improved profit margins.
- Around 20% of trading businesses experienced better profitability.
- Nearly 22% of service enterprises reported higher net profit margins.
Meanwhile, between 20% and 30% of businesses reported a decline in profitability.
Most respondents, however, indicated that their profit margins remained broadly unchanged.
Skilled Labour Continues to be a Challenge
Apart from cost pressures, the SIDBI MSME Outlook Survey highlighted skilled labour shortages as another obstacle.
Nearly 20% of respondents in manufacturing and services reported worsening availability of skilled workers during the quarter.
On the positive side, financing conditions remained relatively stable, with most businesses reporting continued access to working capital finance.
This helped support the overall India MSME Business Confidence, even as operational challenges persisted.
Future Outlook Remains Positive
Despite the decline in current business confidence, the SIDBI MSME Outlook Survey reported that businesses remain optimistic about future growth.
The MSME Business Expectations Index (M-BEI) stood at:
- 60.1 for July-September 2026
- 61.2 for April-June 2027
These readings indicate that entrepreneurs expect business conditions to improve in the coming quarters.
Manufacturing Leads Future Expectations
Among all sectors, manufacturing businesses expressed the strongest optimism.
According to the SIDBI MSME Outlook Survey, manufacturing expectations are projected at:
- 61.2 for July-September 2026
- 63.4 for April-June 2027
The report suggests that manufacturers expect demand, production, and overall business activity to strengthen over the next year.
This positive outlook supports long-term India MSME business confidence, despite current economic challenges.

Why India MSME Business Confidence Matters
MSMEs play a critical role in India’s economy by generating employment, supporting exports, and contributing significantly to GDP.
Changes in India MSME Business Confidence provide valuable insights into the health of small businesses and the broader economic environment.
